The NAFA Foundation, Inc. is a separate legal entity, governed by its own charter and bylaws and directed by a governing board. Its mission is to support the advancement of the fleet industry by:
1. Promoting and encouraging education and research projects
2. Directing project goals and objectives
3. Receiving, administering, and disbursing grants and contributions

Deloitte & Touche and the Foundation completed a comprehensive "Comparison of Company Provided and Employee Provided Business Vehicles." Both qualitative and quantitative information is included in the final reports. The results were published in several formats. An executive summary and a detailed analysis was presented to all the sponsors and posted on NAFA’s website. A printed version of the summary was also distributed to each NAFA member and affiliate.

In conjunction with BI Research, the 1999 recipient of the Malcolm Baldridge Quality Award, the Foundation conducted the annual Fleet Customer Satisfaction Benchmarking Study of the fleet operations for DaimlerChrysler, Ford, and General Motors. The study completed its fourth year as an industry-wide survey of fleet managers throughout the U.S. and Canada.

The survey provides vehicle manufacturers with benchmarks of their services vis-a-vis other manufacturers. In November BI submitted the survey results to the three motor companies. The OEMs review this comprehensive information and develop or improve services that are most important to the fleet manager.

The Foundation continues to market the Excel-based model for a lease versus buy versus reimbursement analysis Version 1.1. It is still of great interest to fleet professionals.

Members of governing board are: Lou Mene, ITC, treasurer; Mike Antich, Automotive Fleet Magazine, secretary; Catherine Mitchell, City of Tacoma, assistant secretary; Patsy Brownson, CAFM, Cox Enterprises, Inc., director; Joe Gholston, DaimlerChrysler, director Jerry Frick, Ford Motor Company, director; Jim McCallum director; and David Ogilvie, Fleet Management Solutions, director. NAFA Executive Director Dave Lefever provided headquarters assistance.
